Obama expands foreclosure fix
Second liens covered by modification program; servicers must offer eligible borrowers principal reduction under Hope for Homeowners.

The Obama administration said Tuesday it is expanding its foreclosure prevention program to cover second mortgages and to direct more troubled borrowers to the Hope for Homeowners program. During the housing frenzy, many borrowers obtained second mortgages to allow them to put little or nothing down when buying a home. Up to half of at-risk borrowers have second liens, according to the administration. Under the administration's new program, the interest rate on second mortgages will be reduced to 1% on loans where payments cover interest and principal and to 2% for interest-only loans. The government will subsidize the rate reduction, with the money going to the mortgage investor Servicers will be paid $500 for each modification and an additional $250 annually for three years if the borrower stays current. Borrowers can receive up to $250 per year for five years to pay down their first mortgage. Also Tuesday, the administration said it is now requiring servicers to offer troubled borrowers access to Hope for Homeowners as a modification option if they qualify. Expanding Hope for Homeowners would address one of the major holes in the original Obama foreclosure prevention plan. It helps homeowners whose homes are now worth far less than their mortgages.

The HOPE for Homeowners (H4H) program was created by Congress to help those at risk of default and foreclosure refinance into more affordable, sustainable loans.

Neighbor Works 
You may have heard about NeighborWorks. They are one of the non-profit organizations that received Federal funding to help people who are either in what's called pre-foreclosure or into full foreclosure. There are HOPE centers in fifty States. Although they do not provide actual cash they can serve as a wealth of knowledge and assistance. Start your search for a location in your area at http://www.nw.org/network/home.asp then look on the left hand side of the page for the subject that best fits your needs.


BEWARE OF MORTGAGE SCAMS

Having just emerged from the foreclosure process I know how truly desperate you can get to find a way to keep your home. It seemed like there were signs everywhere - in the ground and on telephone poles - telling me that, if i called the phone number they could help me keep my home. In New York State such "help" requires entering into a contract including  details of services and fees.  This may be true of other States also. Look carefully into each individual business's offer of assistance. Check them out with the Better Business Bureau and/or the local Chamber of Commerce or your State's Attorney General's website or office. Protect yourself. Your already going through one of the toughest times of your life. Don't let someone compound that for their own personal gain.

Supplemental Nutrition Assistance Program (SNAP) formerly known as the Food Stamp Program
This webpage will help you determine whether you qualify for the program. Although SNAP will be the national name, your State may use a different name. SNAP helps low-income people and families buy the food they need for good health. You apply for benefits by completing a State application form. Benefits are provided on an electronic card that is used like an ATM card and accepted at most grocery stores.

Free Tax Help Available Nationwide
Nearly 12,000 free tax preparation sites will be open nationwide this year for low-income and elderly taxpayers.

Patient assistance programs are run by pharmaceutical companies to provide free medications to people who cannot afford to buy their medicine.

This website is for the people who were scarcely able to save one month's salary, let alone the recommended amount of 6 months. It's for the people who were too busy working hard to see the layoff coming. It's for those people who lived from paycheck to paycheck and now the paycheck is gone. Their problem now is not what to do with their 401(k) but how to pay the electric bill. They are the "newly poor" who are so devastated by the lose of their job that they don't know where to start. This website is here to help.

My name is Susan Kemp. I have learned a lot about how to be poor in America. I want to share that knowledge with you, especially given our current economy. Knowledge about how to be a poor single mother, how to be poor when you have health issues; how to deal with bill collector’s phone calls and what your rights are when you get those calls, walking into a food pantry for the first time in your life, applying for welfare, available programs to help you keep your house when you’ve fallen behind on your mortgage payments, how to live on a monthly pension check and how to deal with the need for cash when you don’t qualify for an income-based program help among many other poverty-related issues.

In my lifetime I have gone from being a teenage welfare mother to being appointed Assistant Welfare Commissioner for my State. I have moved from poverty to financial comfort. Now, due to my health, changes in the Administration that I worked for and bad business decisions on my part I am back where I started from. The difference is that I am older and over the years I will also be reaching out to my friends who have experienced and survived the pain of poverty. I hope that you will also share your experiences of having financial problems and how you dealt with them.
